The incident occurred when Pengrove Farms, known for selling locally sourced meat and regional products, was approached by a company masquerading as a catering business. Despite no initial suspicions, issues arose during subsequent transactions, leading to the discovery that all payments made to the caterers were fraudulent.
Alana Cosgrove, Penney’s partner and co-owner of Pengrove Farms, emphasized the significant financial setback caused by the scam, stressing the need to continue paying suppliers to sustain their business operations.
The fraudsters had built a rapport with the couple, engaging in conversations and even picking up orders in person, creating a false sense of trust. According to Andréanne Bergeron, a criminology professor, such scams exploit trust to carry out sophisticated fraudulent schemes, often involving multiple interactions to establish credibility before disappearing.
In Quebec, businesses like Pengrove Farms bear the financial burden of fraudulent transactions as payment platforms are not regulated like traditional financial institutions. Frédérique Lissoir, a law professor, highlighted the lack of protections for merchants in such cases, contrasting it with jurisdictions like the EU and the UK, which have implemented measures to safeguard businesses from fraud.
Square, the payment processor involved, acknowledged the prevalence of fraud targeting small businesses and emphasized addressing each case individually. With insurance companies increasingly reluctant to cover such losses, businesses are left vulnerable, underscoring the urgent need for policy reforms to shield them from financial harm.
