The conduct of the U.S. ambassador to Canada has sparked significant discontent among many Canadians. A House of Commons petition, signed by over 225,000 individuals, calls for the declaration of Pete Hoekstra as persona non grata, a rare diplomatic measure to expel an ambassador from the country. Former Canadian diplomat Jeremy Kinsman, who served in key diplomatic roles, believes that although Hoekstra’s actions fall short of warranting such a severe step, they reflect an unpalatable message being delivered by an undiplomatic messenger from the Trump administration.

Kinsman emphasized the importance of distinguishing between the messenger and the message in diplomacy. He highlighted that Hoekstra’s expressions of frustration and grievance towards Canada are perceived as bizarre by Canadians. The U.S. Embassy has refrained from commenting further on the petition.

The lack of diplomatic finesse exhibited by certain political ambassadors appointed during the Trump era has raised concerns among seasoned diplomats. The appointment of controversial or absent ambassadors to key posts has left many countries, including several African nations, Russia, Ukraine, Saudi Arabia, and the United Arab Emirates, without U.S. representation. This void has increasingly been filled by special envoys, including private citizens like Jared Kushner, who undertake sensitive diplomatic missions, sometimes sidelining traditional diplomatic channels.

The trend of appointing unorthodox ambassadors and relying on unconventional diplomatic approaches has drawn criticism from diplomatic circles for undermining established diplomatic norms and excluding experienced diplomats from critical decision-making processes.
