The search has officially commenced for a Canadian team to revamp 24 Sussex Drive, Canada’s most famous residence in need of repairs, to make it habitable for future prime ministers. The Canadian government has recently issued a procurement notice for the much-anticipated restoration project, inviting local companies to present themselves as potential candidates.
According to the document, Ottawa will select seven finalists in the initial phase to progress to a national design competition, with the ultimate winner securing a design and construction contract by fall 2027. The objective is to create a top-tier design concept using Canadian materials to convert the currently gutted official residence into a secure and contemporary living and working space for future prime ministers.
The Request for Qualification (RFQ) emphasizes the importance of Canadian involvement in the project, stating that the rehabilitated residence must be completed by Canadians for Canadians, with a focus on incorporating Canadian materials and innovations throughout the renovation process.
The official residence has remained unoccupied for over ten years due to successive prime ministers being reluctant to allocate taxpayer funds for renovations, resulting in the deterioration of the building. Prime Minister Mark Carney recently expressed his dismay over the state of the residence, labeling it as an embarrassment. In an effort to facilitate the restoration, a national design competition and fundraising campaign have been launched, with donations exceeding $735,000 by late July.
The RFQ represents the initial phase of the procurement process, outlining the requirements for design teams to create a living space for the prime minister while accommodating work functions, meetings, and ceremonial events. The winning team will also be responsible for ensuring accessibility, landscaping, and heritage restoration. The document mentions that while hazardous materials have been removed from the main building, further assessments and modifications may be necessary.
A jury of experts from the Royal Architectural Institute of Canada will evaluate design concepts, while a technical evaluation board at Procurement Canada will assess construction plans, budgets, and schedules. The RFQ serves as a screening mechanism to identify qualified teams, with a prerequisite for experience in managing projects involving complex buildings costing at least $50 million.
Competing firms are mandated to involve Indigenous individuals and businesses in executing at least five percent of the contract’s total value. The exact renovation cost remains unknown, with details expected to be disclosed in the subsequent phase of the procurement process, known as the Request for Proposal, scheduled for winter 2027. The top contenders will vie to present designs that embody pride and architectural excellence, aiming to create a renewed 24 Sussex that meets modern needs while symbolizing Canada for future generations.
