US immigration agents have been involved in at least 26 shootings since the commencement of President Donald Trump’s second term in January 2025, with the latest incident causing shock after a video of the event surfaced online. Immigration and Customs Enforcement (ICE) agents have been linked to 11 of these shootings since the beginning of this year, including the most recent one in Minneapolis. A disturbing video shared recently depicted ICE agents shooting an unarmed individual in Minneapolis near Glam Doll Donuts, as they struggled with the person on the ground. The video captured the agents firing on the motionless man after subduing him.
Of the 26 shootings involving ICE since Trump’s second term began, six have resulted in fatalities, based on compiled reports involving ICE and Customs and Border Protection (CBP). These incidents have occurred across 15 states and the District of Columbia during various encounters such as traffic stops, arrests, border enforcement actions, and off-duty incidents. Notably, a significant number of the shootings have involved officers firing at or into moving vehicles. The Wall Street Journal identified at least 13 cases since July 2025 where immigration officers shot at or into civilian vehicles, leading to multiple injuries and fatalities, including US citizens.
The first fatal shooting during this period took place in Coventry, Vermont, on January 20, 2025, when CBP agents engaged in a shootout near the Canadian border, resulting in the deaths of Agent David Maland and German national Ophelia Baukholt. Subsequent fatal incidents included the shooting of a Mexican man by CBP agents in Rio Grande City, Texas, and the killing of Keith Porter, a Black father of two, by an off-duty ICE agent in Los Angeles. These incidents, along with several others, have raised concerns and sparked protests against the actions of federal immigration agencies.
The shootings have occurred during various immigration operations, with some incidents leading to injuries but no casualties. For example, an ICE agent in Chicago shot Marimar Martinez multiple times, alleging that she had rammed agents with her car, while in Portland, Oregon, a CBP agent shot two individuals during a traffic stop, claiming self-defense against suspected gang associates who had entered the country illegally. These events have drawn attention to the use of force by immigration authorities and have prompted public scrutiny and demands for accountability.
