The government plans to remove the financial contribution requirement for online streaming services, replacing it with government funding, as stated in court documents dated July 17. The Canadian Association of Broadcasters expressed skepticism, citing discrepancies in the messaging received. Culture Minister Marc Miller’s office declined to provide further clarity on the government’s position, emphasizing ongoing policy development. The decision to eliminate the contribution requirement stemmed from the Online Streaming Act, dubbed the “Netflix tax,” enacted by the Liberal government in 2023. In response to increased contributions demanded by the CRTC, the government elected to allocate $600 million in annual funding to the industry. Despite the shift in approach following pressure from the U.S., the United States Trade Representative indicated that Canada may not receive full recognition for this adjustment. With pending policy directives to be issued to the CRTC, ongoing discussions between Canada and the U.S. regarding trade matters remain active. Prime Minister Mark Carney affirmed that the decision to amend streamer contributions was made months ago, prioritizing affordability concerns. Industry stakeholders, including the Canadian Media Producers Association, emphasized the importance of foreign streamers investing in Canadian content. Political figures expressed divergent views on the government’s actions, with opposition parties critical of the subsidy approach adopted by the Liberals.
