Canada Assures UN on Safety Concerns for Sikh Activist

The Canadian government has communicated with the United Nations expressing ongoing worries about the safety concerns surrounding Sikh activist Moninder Singh based in British Columbia. Measures are being taken to counteract credible threats originating from foreign entities targeting individuals on Canadian soil.

This assurance follows a request from five UN special rapporteurs to Canada in June seeking answers and immediate action to prevent what was described as an imminent threat to Singh and his family. In addition to urging for expedited investigations and holding accountable those responsible, the rapporteurs sought information on Canada’s threat assessment, actions taken, and measures in place to safeguard all Sikhs in the country.

In response, Canada emphasized its serious approach towards any credible threats against individuals within its borders, particularly highlighting concerns for Moninder Singh and his family, as well as the unfortunate death of his associate, Hardeep Singh Nijjar. The letter underscored Canada’s proactive stance in detecting, disrupting, and deterring transnational repression both online and offline, while enhancing protections for those targeted by such activities.

The letter also referenced a public statement from the RCMP in 2024 cautioning about threats posed by the government of India, discovered through law enforcement investigations. However, recent statements from the RCMP have been seen as contradictory to the allegations made in the 2024 warning against India.

Indian Prime Minister Narendra Modi’s government has consistently denied any involvement in the assassination of Nijjar in Surrey, B.C., in 2023, or any other violent incidents in Canada. Canada’s communication to the UN mentioned not only the 2024 RCMP statement but also a 2025 report from the Canadian Security Intelligence Service identifying India, China, Russia, Iran, and Pakistan as the main perpetrators of foreign interference against Canada.

Moninder Singh welcomed Canada’s response to the UN, appreciating the acknowledgment of India’s role in transnational repression against Sikh activists and the ongoing threats. The federal government stressed its commitment to identifying and addressing threats posed by foreign states, leveraging the full authority of the CSIS Act when informed of such threats.

Through collaborative efforts, the RCMP and law enforcement partners have identified several credible and imminent threats to life, leading to the issuance of ‘duty to warn’ notifications to members of the South Asian community, particularly those associated with the pro-Khalistan movement. Singh has received four ‘duty to warn’ letters, the latest in February 2026, coinciding with efforts to normalize diplomatic relations with India.

While the specifics of the response to threats against Singh were not disclosed, Canada mentioned that the RCMP may undertake actions beyond the duty to warn to protect individuals facing such threats. In safeguarding Canada’s Sikh community from external threats, the country disclosed its close collaboration with domestic and international security and intelligence partners.
