In a cavernous space within a decommissioned Campbell Soup factory located in Toronto’s western district, Canada’s Minister of Artificial Intelligence and Digital Innovation unveiled the federal government’s largest investment to date in domestic technology with the potential to revolutionize artificial intelligence, medical research, and other critical sectors of the economy.
Against the backdrop of the ongoing Canada-U.S. trade tensions and the frequent sovereignty threats from U.S. President Donald Trump, Evan Solomon emphasized national pride as he announced a $195 million repayable federal funding injection into Toronto’s Xanadu Quantum Technologies.
“This marks a significant day for Canada, Xanadu, and global science,” he declared on Friday. “It showcases the best of Canadian innovation: our ability to create.”
Solomon emphasized that Canada is prepared to take bold steps in this venture. “We are not just aiming to address the world’s biggest challenges and excel globally… we are doing so ambitiously, without fear.”
Established in 2016, Xanadu specializes in developing software and quantum computers that operate on light rather than electricity. Unlike traditional computers that produce heat as electricity flows through metal wires, Xanadu’s technology guides light particles with minimal electrical resistance.
Unlike conventional quantum computers that demand intensive cooling systems, Xanadu’s devices mostly function at room temperature.
Last June, the company introduced a groundbreaking chip capable of generating error-resistant photonic qubits, the building blocks of quantum computing.
Solomon underlined the national security implications, stating, “Nations possessing fault-tolerant quantum computers would have the capability to breach cybersecurity. This underscores the urgency of innovation in this field, with leading companies like Xanadu in Canada driving progress.”
Xanadu’s announcement event was hosted in a former Campbell’s Soup facility in Toronto, where the company plans to establish advanced manufacturing for its fault-tolerant utility-scale photonic quantum computers. The anticipated 158,000-square-foot plant is projected to cost $893 million and employ 275 individuals.
Comparing digital computing to horseback riding and quantum computing to rocket propulsion, Solomon highlighted the remarkable speed and potential of quantum technology.
In 2023, the federal government initiated the $360-million National Quantum Strategy. The recent $195-million repayable funding commitment to Xanadu represents the largest single financial endorsement for manufacturing quantum technology.
This funding pledge ranks among the government’s top investments in a single company within Canada’s tech sector. Notable among such commitments was the $2.14-billion loan provided to Ottawa-based satellite operator Telesat in 2024.
In March, Xanadu disclosed ongoing discussions with the federal government and the Ontario province for potential combined financial support of up to $390 million to establish advanced semiconductor and photonic manufacturing capabilities in Canada.
CEO Christian Weedbrook revealed that negotiations for up to $195 million in provincial funding are in the final stages, emphasizing the importance of securing the company’s operations in Canada.
Unlike a standard loan structure, there is no fixed repayment deadline for the federal funding, sourced from Innovation, Science, and Economic Development Canada’s Strategic Response Fund, which previously allocated $40 million to Xanadu in 2023.
Weedbrook, originally from Australia, expressed gratitude for the funding, noting the opportunity to strengthen Xanadu’s presence in Canada and repurpose a facility that once served Canadians to advance cutting-edge technology.
In May, the U.S. government pledged approximately $2 billion in investment across nine quantum technology firms. Xanadu’s expanding collaborations south of the border include partnerships with prominent U.S. entities like Lockheed Martin and AMD.
Amy Karam, a business consultant and fellow at the Canadian Global Affairs Institute, emphasized the importance of retaining jobs domestically, suggesting that government involvement in business decisions could incentivize companies to remain rooted in Canada.
Xanadu’s dual listing on the Toronto Stock Exchange and Nasdaq in March has elevated its visibility among U.S. investors, positioning it alongside renowned tech giants like Apple, Microsoft, and Nvidia.
Karam stressed the need for Canada to enhance its innovation leadership and expressed confidence in the government’s strategic initiatives to bolster the technology sector.
Matthew da Mota, a senior policy researcher at the Canadian SHIELD Institute, warned of the potential risks associated with quantum technology advancements falling into the wrong hands, emphasizing the importance of safeguarding national security and intellectual property.
Solomon dismissed concerns over the government’s sizable investment in a single company pioneering quantum technology, underscoring the necessity for Canada to remain at the forefront of quantum computing to safeguard its future security, scientific progress, and economic prosperity.
