Government to Ease Business Rates for Pubs

Pubs are set to receive a much-needed boost as the Government plans to ease the upcoming increases in business rates. The Treasury is expected to unveil a revised plan to offer additional support to struggling pubs in the coming days, aiming to include alterations to business rates and simplifications in licensing regulations.

This move follows Chancellor Rachel Reeves’ directive to explore assistance for the distressed hospitality sector before the holiday season, in response to strong opposition from businesses. Concerns have been raised within the industry regarding the potential closures due to escalating expenses, with some Labour MPs even being denied entry to their usual pubs by frustrated landlords.

Originally, adjustments to business rates scheduled for April were to coincide with the phasing out of a Covid-related discount, which would have led to substantial cost increases for pubs. Ms. Reeves reduced the relief from 75% to 40% during the Budget, with the discount set to expire completely in April.

The proposed changes were designed to align business rates for all non-domestic properties based on rental costs and potential revenue projections for 2024. Despite Ms. Reeves’ assurance of lower rates for over 750,000 retail, hospitality, and leisure properties, the sector raised alarms over pubs facing significant rate hikes.

This policy reversal comes after the Government reconsidered hikes to inheritance tax following objections from farmers before Christmas, as well as concessions on winter fuel allowance and disability benefits. Industry voices, including Emma McClarkin of the British Beer and Pub Association, have welcomed the reconsideration of business rates increases, emphasizing the importance of sustaining pubs nationwide.

However, the revised plan appears to be sector-specific, leaving other businesses facing potential challenges. UKHospitality chief Kate Nicholls urged for broader support to encompass all hospitality sectors, emphasizing the need for an industry-wide solution to mitigate the impact of business rates hikes.

Carolyn Harris MP, Chair of the APPG for UK Spirits, highlighted the significance of supporting the spirits sector within pubs to ensure overall sector vitality. Cabinet Minister Pat McFadden reaffirmed the government’s commitment to the pub industry, acknowledging its economic and cultural significance in the UK.
